CCRE, under the
inducement of the European project Equal of social information
on the theme of trafficking in human beings “Tratta
NO! Un altro punto di vista” (“Tratta NO!
Another point of view”) - cod. IT-S2-MDL-210 - and the
AICCRE –
with decision taken during the Governing Board of the 13.06.07 held in Brussels –
adhered to the promotion of the “Appeal to Local Authorities to preventing and
combating trafficking in human beings”, a social phenomenon of great significance
representing a form of slavery, a serious crime and a strong violation of human rights,
the third money income after arms and drugs for the organized crime according to the Council of Europe.
In application to this decision the Secretaries-General and the Directors-General of the National
Associations of the Council of European Municipalities and associate members are INVITED to promote
within the Local Authorities of their respective countries the
"APPEAL TO LOCAL
AUTHORITIES TO PREVENTING AND COMBATING TRAFFICKING IN HUMAN
BEINGS"
through the organisation of meetings, seminars and consultations on this theme,
with the support of the downloadable video and the paper material in English language
of the informative campaign “Tratta NO!...ORA LO SAI” (“NO Trafficking!… NOW YOU KNOW”).
The ACCESSION to the Appeal by the Association and the Local Authorities of the
respective countries is put into effect through the subscription of a dedicated FORM.

The Appeal is a commitments charter aimed to valorise the promotion and interinstitutional
coordination of the Local Authorities’ social policies in preventing and combating trafficking in human beings.
Therefore it calls on the Local Authorities to concretely carry out the recommendations of international and
European organisations, beginning from the promotion of an holistic approach to the phenomenon considering
victims of trafficking all the persons – women, men and children – who are coercively and deceptively transferred
from a place to another for the purpose of sexual or labour exploitation.
Moreover it urges the involved institutions to act so that the respective countries ratify as soon as possible the
Convention of Warsaw 2005, of the Council of Europe.
The Appeal is an application of what foreseen in art. 23 of “The European charter for equality of women and men in local life” by CCRE.
AICCRE has directly promoted it in Italy in January with the Project Tratta NO! and the Ministry of
Rights and Equal Opportunities and on September 2007 it already counted 72 subscribing institutions (5 regions,
14 provinces and 51 Municipalities, of which 5 are regional towns; 2 different typologies of Institutions).
